Project of implementation policy and performance evaluation on Soil and groundwater pollution II

In order to promote the implementation of soil and groundwater pollution policies and performance evaluation-related tasks, this project includes the following work: 1. Annual Performance Assessment and Award Ceremony for Soil and Groundwater Pollution Remediation To present the execution performance of the soil and groundwater business of Environmental Protection Bureaus (EPBs), this project assisted the Environmental Protection Administration, Executive Yuan (hereinafter referred to as EPA), in drafting the 2023 Annual Performance Assessment Plan for EPBs. By organizing a session of consultation meetings for the 2023 Annual Performance Assessment (Draft), this project reaffirmed that EPBs completely understand the implementation principle of each assessment item. Through quarterly reports, an assessment system, a guidance manual, and a customer service hotline, this project assisted the EPA and EPBs in comprehensively controlling the progress of the 2022 annual performance assessments. Based on the execution results of the 2021 annual performance assessment for EPBs, the 2021 Annual Performance Assessment Awards Ceremony was successfully organized. Furthermore, to assist the EPA in understanding the usage of incentive funds by EPBs, this project has completed the revision of the 2021 incentive fund utilization standard as well as tracked and compiled the usage status. The overall assessment management operations are detailed in Chapter 3 of this report. 2. Results and Performances of Soil and Groundwater Pollution Remediation To fully demonstrate the performance of soil and groundwater business and present it in a more accessible and reader-friendly manner, the 2021 Annual Report on Soil and Groundwater Pollution Remediation (hereinafter referred to as the Annual Report) compiles various achievements using visualized methods such as content for dummies on chapter front pages, progress charts, infographics, and event photos. To attract public attention to soil and groundwater pollution remediation, the 2021 compact version of the annual report continues the design theme of “The Soil Doctor” and features concise chapter title content. The 2021 Annual Report’s e-book functionality has also been improved, allowing the public to easily browse the report online and download it at any time. By setting up hotspot analysis and gathering feedback through online surveys, user preferences can be evaluated to adjust future report compilation methods. Additionally, this project has completed the development of the 2022 Annual Report structure and writing format based on the 2022 soil and groundwater policy direction and business promotion achievements. The overall annual report compilation process is detailed in Chapter 4 of this report. 3. Promoting the soil and groundwater environmental protection industry, organizing talent training camp, and enhancing industrial competitiveness. In the talent training camp, the project has completed the "2023 (112th) Year <坔才> Soil and Groundwater Pollution Remediation Youth Training Camp," with a total of 46 participants, and invited 19 experts, scholars, and industry lecturers to give lectures and expert talks. 4. 4. Providing related technical resources, consultations, and analysis based on overall business and policy objectives. The project has assisted in completing the "policy preliminary work" and "package pre-review work" for the 2022 (111th) and 2023 (112th) years and, based on the "policy promotion plan 1.0" content, reviewed the content of 28 closed projects in the 2022 (111th) year and provided feedback for future policy promotion plan updates. The project has also produced 100 promotional materials according to the Environmental Protection Administration's needs and provided related technical consultation and assistance.
